High Quality Statup and Menu (for VCD)

I'm not sure exactly what i want to do but i want it too look real professional, as if it was Regular DVD.
I was thinking maybe a clip from a movie then maybe a Flash or GIF animation to introduce the menu. Also can i get it to play a animation when i click on one of the menu choices.
Any advice or software choices would be great, i just want one bad ass startup menu.

actually you should be able to load the wav into the encoder without doing anything to it, just load it as the audio part. The encoder will encode both the audio and video into one compliant mpeg (vcd), format.

I moved that question to the Conversion section and replaced it with this menu question.
But thanx, well if what you say is true i wonder why the tutrial told me different.
