Is there anyway to get rid of the jerkiness in the video when converting from pal to ntsc? I used vdub frame serving to convert from 25fps to 23.976fps

If the jerkiness happens during pans, then it's a definite field order problem..This is usually set in the encoder..
Lower Field First
or
Upper Field First
This is the simplest and fastest answer..
It took me 15 bad disks (jerky) to realize that my player didn't like the .AC3 i was pushing out at 300+kbps for the audio..Had to stick to 224kbps.
