When I try to burn my mpeg2 video file encoded with ffmpegx, I get a -36 i/o error. Has anyone else had this problem.

That's just a generic filesystem I/O error and doesn't reveal much. Have you previously burnt other DVD-Rs in Toast without error? How about CD-Rs? Try a different blank disc too.

Okay, the burner is both +R and -R compatible. It will burn a data disk and audio disk but when I try to put the ffmpegx mpeg2 encoded movie in Toast to burn it, I get the same error. Does Toast 6 support externally encoded movie files. It is telling me that there is not going to be any reencoding done when I drag the movie to burn it.

Sorry, no experience with Toast doing the authoring or encoding. If I were you I'd plug that mpeg2 into Sizzle0.1 and author as a DVD. Then drop the resultant video_ts folder onto the Data UDF part of Toast (not the Video tab).
PS If you chose one of the DVD presets in ffmpegX you should already have an authored video_ts folder...
