If you encode a Dolby Surround AVI file to 2/ch Dolby Digital (or 2/ch MPEG), will the surround sound information get passed along as well such that Pro-Logic decoders will properly send the rear channel information to the rear speakers?
Ulead's DVD Workshop offers a feature called "Surround Sound Emulation" which suggests that typically the rear speaker information is not kept intact when encoding to 2/ch DD or 2/ch MPEG.
Any insight is appreciated...

If dolby surround info is represented in the audio file, and the ac3 encoder can put that info into the encoded stream, then yes. A dolby Pro Logic reciever will decode the information correctly.
This works fine with 2/0 ac3 encoding, but not 1/0 (of course)
