When I load an SVCD in TMPGEnc DVD Source Creator, about 30 mins into the conversion the frame freezes. Then about 5 mins later the convesion continues as normal. I tried converting the SVCD directly in TMPGEnc Plus and I get the same problem. Are there any suggestions as to fixing this problem? Any help will be appriciated.

First of all, most if not all the modern DVD players can play SVCDs, why would you want to go thru the painful steps of converting them? The resulting quality won't be better anyway.
There is a very good program called SVCD2DVD you might want to try and see. It'll author your SVCDs into DVD folders so you can burn with DVDrs.
Check that out first.
Now if you still prefer doing it the hard way, try frameserving with VirtualDubMod to TMPGEncPlus. I had similar problems like yours before, and after I use the frameserving method, it went smoothly without incidents. -
