While TMPGEnc Plus accepts frameserving, TMPGEnc 3.0 XPress does not.
Writing to Pegasys support, here is their reply:

"Please make sure that PEGASYS have never permit TMPGEnc user use TMPGEnc by any "FRAMESERVER", if you use TMPGEnc via it, please use with your owner risk!

This is a act against "User License Agreement" and "TMPGEnc" copyright."

I can find nothing in the licsense that forbids frameserving.

I think they misunderstood your question - I get the impression from their cryptic answer that they think you meant a third party frameserving tool is using TMPGENC - not the other way around.

Anyway frameserving does work in XPress.

When you are adding a file, in the 'Files of type' drop down list you should see an option ..
    "VFAPI supported file (*.avs;*.vdr;*.avi;*.asf)"

If you don't, then go to 'Option' -> 'Preferences' -> 'Input Plug-in setting' and make sure that 'VFAPI Frame Server file reader' is ticked in the 'Standard input plug-in' list and 'Avisynth/VirtualDub script reader v0.1' is ticked in the 'VFAPI plug-in priority order' list.
