I was wondering if anyone has been able to record programs off the TV from a standalone recorder, and then rip them to a computer?
If yes, are they in VOB files?

I've bought a Philips DVD recorder a while ago. I use it on DVD+r/+rw disks. The recorded disks can be used in another stand alone DVD player as wel as on my computer without any problems. The recorded disks have a "normal" IFO,SUB,VOB structure.
I rip the files with DVD decrypter to the hard disk for removing commercials etc.
Recording from TV goes from 2 - 6 hours, depending on the quality that you want. When recording from VHS tapes I use 2 hours recording time which gives good results in converting VHS to DVD.

This is something that can be done and there have been many threads on it in the past.
Most people use DVD-RAM or DVD+RW for this purpose that way you don't waste a DVD-R or DVD+R since the initial recording is not eventually going to be needed since you will be ripping it to the HDD and doing it over (i.e., the editing and authoring stage). So DVD-RAM and DVD+RW helps you to not waste discs that way.
If you are looking for a simple easy-to-use all in one solution then I suggest you try TMPGEnc DVD Author. It can import directly from the DVD (even DVD-RAM) and allow you to edit and then create your own menu and chapters etc.
I personally feel that DVD-RAM is the best way to do this but like I said other people have done it with DVD+RW and even DVD-RW.

dvdlab also does a nice job of ripping, and the reason I say that is it combines the mpegs from the vob files into one long mpeg stream (and similar for the audio into one stream). you end up with two streams from your dvd, one video and one audio, which you can then cut/join and re-author (menus, etc.). all you do is put the burned dvd into your pc dvd rom and use dvdlab to open the file. in video TS folder on the dvd, select the first VOB file and dvdlab will find all the subsequent ones and go to work demuxing and joining them..very easy...
