    vcd, i had the same problem with a package about two years ago. the item was £280, the website said they'd tried delivery, i had no card. i eventually found a phone number in yellow pages and called, they had the right address, but couldn't come up with a reason why there was no card (personally i don't think he bothered, website showed attempted at 4:30, i was home from 4) nor could they tell me when re-delivery would be. i was seriously pissed when it arrived two weeks later

    i think courier was white arrow.

    That is a standard way of planning walks/duties/drives so the postman is finishing near the depot.
    it would be a waste of time for a postman to start near the office and work his way out only to pass all the houses he delivered to on his way walking back to the office at the end of the duty.
    Instead you pass all the houses you're going to deliver to before you deliver to the first house.

    What's odd is in Canada some areas way up north don't have rural routes that get delivered to. You have to have a PO Box. The sad thing about that is when I was up there for work, years back, I had to travel 40 miles a day to get the mail. I just waited and did it once a week, but you might get into trouble with that as sometimes you have date sensitive materials. I can only imagine what being on a rural territory in Australia is like. I had it nice when I was in Sidney.
