Can you please elaborate on "cleaning up"? Is it noise, for example grainy video, or is it disruption from perhaps a bad VHS tape, or is compression artifacts such as blurring and macroblocking?
You'll get a much better answer if you try to describe your problem as fully as you can - people will read it, don't worry about being brief! Unless you write a 4,000 word essay on it...
Anyway, what's the problem?

OK, now:
- The source is DVD. Is this home made or commercial?
- You are trying to get to what format? Back to DVD, or to (S)VCD or AVI?
- What's wrong with the sound?
If you're trying to get to DVD again, try re-encoding with TMPGEnc and put the "Noise reduction" filter on - I don't know if this is an ideal solution but I'm sure someone else will.
Anyway, if this isn't right then please take the time to provide some more information!
