I have an NTSC VCD file that was created from a PAL source, so after every 5 frames there's 1 added frame.
Is it possible to remove those frames just like it's possible to remove a 3:2 pulldown?

I believe you would have to re-encode to 25fps. I don't think the quality would look very good doing that.
