  1. i usually like to make a dvdiso filled with mpeg (my dvd player can support it). The only problem with this method(using tmpgenc) is that not all my friend/family's dvd supports it. I would like to keep on converting my avi this way b/c is simple. i was wondering can i convert all my avi to 29.97fps all the time instead of using the fps that virtualdub listed for that particular avi. the reason i want to do this so if let say my friend like a particular movie i can easily convert it to a dvd using tmpgenc author.

If all of your friends live in North American or Japan 29.97 should be fine.

I'd say thats about the best way as all my machines play PAL and NTSC. If you gonna convert to something that is likely to be played anywhere NTSC is the way to go.

  4. Thats fine as long as you know HOW to convert to 29.976fps without audio sync issues and no stuttering of the picture.

You'll have to re-encode, alright. Use TMPGEnc and select the NTSC DVD template. If the source frame rate is 23.976, be sure to select "film movie" as your movie content in the project wizard. This will apply 3:2 pulldown which will tell your DVD player to do the frame rate conversion on the fly, rather than inserting extra frames to make it 29.97.

If they are mpeg-2, then you can use pulldown.exe. This is a command line app tho I believe there is a GUI for it. Check the tools section.
If they are mpeg-1 you will need to re-encode at 29.97 and generate the extra frames that way. This can cause some jerkyness on playback.

The biggest problems come with 25fps PAL material. If you don't have any of this material then it is not a problem you have to worry about.
