Saw a thread on this on Usenet. Here's a link that they mentioned with reviews on a couple of encoders: (LSX-MPEG, DVMPEG, and AVI2MPG)

I've tried the Panasonic MPEG-1 encoder and TMPGEnc too, and neither of them compare to the LSX encoder, IMHO. The results on my monitor look fantastic! Hopefully the results on a DVD player + TV look as good.

That review seemed fairly accurate until the guy picked xing as the winner. All his credibility went out the window at that point.
Anyway, LSX has definitely improved. The eariler versions were actually quite poor. The latest version is pretty good but I still think TMPGenc and Panasonic beat it. -
I also think TMPG is the best for MPEG1, then Panasonic and coming close LSX.
Why didn't he also test these good encoders?

Actually, I was encoding my AVI files with LSX as I posted the above message :^)
The MPEG-1 files it made looked great compared to the MPEG-1's that TMPG and
Panasonic encoders made.
The problem happened when I finished encoding and tried to make a VCD. NERO complained that the encoded files were not VideoCD v2.0 compliant. The bitrate was set to CBR 1150, the audio was 44100 stereo, and the resolution was 352x240. What am I missing here? Aren't those the specs for VCDs?
When I chose "VideoCD" in LSX, it gave me a bitrate of 1123 and the output didn't look nearly as good.

For whatever reason, its probably not multiplexed correctly. Try demuxing and remuxing in TMPGenc with mpeg1 video cd selected on output.
