I have noticed that on my PC when i turn it off then back on; it light up for a split second then go back off. The PC does not turn on again until it unplug the power supply power cord until the keyboard light go off. Then i can plug the power cord back in and turn the PC back on as normal.
Does this indicate a faulty power supply?
N.B. I also have to reset my CMOS settings

Sounds like the power supply. Easiest to replace the PS with a 300W version at least. If that doesn't cure it, then you have bigger problems. If you lose your BIOS settings, then that is usually a dead BIOS battery. You would lose your clock settings also. If so replace the battery.

change them to soft/off power off via power button. -
I've been through this twice now with the exact same symptoms. In both cases, it was the power supply.
I stopped burning up my Power Supply's after i bought a UPS.
By the way, you don't have to wait for the light to go off. After pulling the plug, press and hold the power switch for a few seconds, it will drain the power out quickly.
