I'm going to assume that you're using TMPGenc and the standard VCD template. The VCD standard calls for video=1150kbit/s and audio=224kbit/s. This works out to 1min=10MB. The size of the source file DOES NOT MATTER. Just the runtime. So if you have a 2.5GB MPEG I assume you're source is 250min movie?!? Also notice that 1min=10MB means a 74min CDR will hold 740MB of 74min, and an 80min CDR will hold 800MB or 80min of video (at the VCD standard bitrates).
Anyway there are lots of things you can do to lower the size, most lower the audio bitrate from 224kbit/s to 128kbit/s. You can lower the video bitrate but this will lower the quaility of the encoded MPEG. I would suggest that you place you movie on 2x 80min CDRs and use a bitrate calculator (look under tools to the left) to find the necessary video/audio bitrates.
