On a DMR-HS2, I have edited out commercial breaks frame-perfect on the HD, and the program plays back perfectly from the HD.
I have then transferred the program to DVD-RAM using high-speed dubbing, and imported the .VRO file on a PC using TMPG DVD Author, but the edits are slightly inaccurate (there are a few frames still present which I had edited out).
I have also noticed that when using markers with partial erase, skipping to the point at which the marker is set is not always accurate. Could this be connected to the above?

accual cuts are most likely on I frames only ..
in preview, its just skipping those parts you cut out .."Each problem that I solved became a rule which served afterwards to solve other problems." - Rene Descartes (1596-1650) -
If you want frame-exact edits, it might be better to leave the adverts in before you go to DVD-RAM. Then they'll be easier to locate after you've transferred to the PC for editing. TmpgEncDVDAuthor isn't that accurate either (probably the same I-frame issue that BJ_M mentioned). I tend to use Womble Mpeg VCR when I need to precisely trim and cut mpeg video.
