You can use rejig (free) to compress an mpeg 2 file. Although if you are wanting to go from 1.5 gig to 700 megs you will suffer some quality.

DVDShrink won't change the format - it transcodes MPEGs (like you've got) to smaller MPEGs (like you want) according to your wishes (you set a percentage).

These are captured files, right? Why not lower the bitrate next time?

Yes, lower bit rate to 1150 kbps mpeg1 (and drop resolution to VCD size). That will get you about 10 MB/minute VCD and DVD compliant mpeg.

rejig only compresses the video. you need to use a program like tmpgenc or womble mpeg video wizard to demultiplex the audio from your original mpeg and then multiplex that audio with the new video file that you created with rejig. It takes a few extra steps but does the job well.

Yes, exactly, but there's authoring to be done before anything can be burned to DVD/CD, but yes, you'll have source material for VCD and DVD if you choose VCD resolution and 1150 bit rate mpg1.
