got a movie file (avi) trying to encode with tmpgenc at 352x480 resolution, full screen, but when i change the size and select full screen in tmpgenc, nothing changes, it encodes my movie with black lines, how can i remove the lines? never had this probem before

Do you see the black lines when you open the avi with Virtualdub? If so they're encoded into the video. You have to use the "clip frame" feature in TMPGEnc to get rid of them.
