Does this mean what I think it means?

Says this: This utility is for supporting LITE-ON IT's DVD RW drives to change the BookType / BitSetting for DVD media (include Double Layer disks).

Does this mean that this firmware will allow lite-on drives to READ dual layer (i thought they did already), or does it really mean it will allow my lite-on to WRITE dual layer?

Unfortunately, this isn't firmware. It's just a utility used to change the booktype of discs using Lite-On drives.

It probably means that the bitsetting utility will work on the 411-811 and other single layer burners and ALSO on the newer dual-layer burners, that's all.
