I need to find some video editing software that will allow me to put in Caption Bubbles for lack of a better name. I teach a digital movie making class and we are wanting to put in some bubbles to type comments in (like a cartoon). Some kind of trial or shareware would be good, because I doubt the school will want to spend anymore money since there are less than two weeks of school left.

you can create them in a photo-editing or graphics program, and then import the images as an overlay or new layer in your video editing software.
for graphics:
The Gimp - free / open source photo editor
Inkscape - free / open source graphics tool (similar to Illustrator)
Both will export to .png, .jpg, .bmp, whatever your video editor will import.
If your video editor doesn't support overlay graphics, you can try Zwei-Stein or one of the Virtualdub logo filters.- housepig
