What program will let me create an ISO from DVD files on the HD instead of directly from a DVD?

Make sure you use ImgTools classic ... not any of the other versions.
Then burn with DVD Decrypter
In fact the newest version of ImgTools classic can link to DVD Decrypter so as to automate the process.
Just put in a blank DVD disc and start ImgTools then walk away and when you come back your DVD disc will be all done.

Actually I'm trying to edit files before I burn them with PowerProducer. It will open a DVD but I'd hadn't been able to open DVD files on the HD. So I was going to make an image, mount it with Daemon tools, then open that with Producer.
Meanwhile, I figured out how to open the files directly with PowerProducer.
Thanks anyway though. I suspect I'll have a use for ImgTools sooner or later.
