got a good lot of divx files and other avi/mpeg. i was wondering what the best prog to use to convert them and put them on dvd

Download a trial copy of TMPGEnc Encoder. It's a good place to start. Lots of guides on its use to the left. You will also need a authoring program. I use TMPGEnc DVD Author.

you use tmpgenc to make dvd compliant mpg1 or 2 files, then use tmpgenc dvdauthor to turn the converted mpgs into vobs, don't forget to change your audio from 44000 to 48000

Lower the bitrate. Also with TMPGEnc you should use a PCM WAV file as your audio source. TMPGEnc often has trouble re-encoding compressed audio. To make a wav file open your avi with Virtualdub, go to the audio menu and select "full processing mode", then go to the file menu and select "save wav".

how long would it usually take most people on this to convert a divx file to dvd. the divx file i am trying to convert is about 1hr and a half long

90min film on my rig (see specs above) takes about 1 hr 10 mins @ 1pass full d1 using mainconcept at default settings (6000 avg)
Yours should be faster (using same s/w - don't use TMPGEnc that much now) but TMPGEnc would be slower but not by that much (maybe 30mins on my sys) unless u got loads of filters + NR + 2pass setup!
<edit> has your file got VBR audio (load into vdub) and TMPGEnc is reporting a stupid size by any chance? -
I am using TMPGEnc, and you can find details of my PC on my profile. Converting an hour of DivX to DVD took my machine only a few hours, but I like to go for quality so I have higher motion search precision.
It's very hard to give encoding times because everyone's machine is different. Depending on how you set up the encoder, what your system is and how it is set up, what else you have running and so on, people can have vastly different encoding times.
However, your 3.5GHz Celeron should eat that task alive. How did you get it that fast without it burning up? I would love to know how, because I'm always looking for ways I can tweak my own machine.

No need to look up the bad words dictionary. You asked for the best way, and got lots of good answers for the easiest way (but not the best in my opinion). Then you are trying to have fun about "who fell for it", are you a redneck with a double barrell behind the pickup seat or what? Having fun scaring people from the city, setting up traps to see how many "city-nerds" will fall for it? I think your problem is not only video related, there are some pre-requisitions you fail badly, unless you DONT want help?

anywho. i used tmpgenc and it took about 3 hours (think so - i was doin a databases exam) the file was 5.5 GB and when i go to play it it doesn't have sound and media player says it is 6 hours long. what did i do wrong :'(
