I think it depends.
If you want to capture what is being displayed on your computer monitor, there are screencapture programs that do that. They are used to create a lot of video tutorials for software.
If you want to capture video, my question would be "How do you get it onto the PC?" Once it is on the PC, the above programs might be able to do it, but that is the only option.
These programs also only capture the video images, with no sound, since they expect sound to be added as part of the training process.
It might be easier to buy a cheap capture PCI card (some as cheap as $50 or less) and use that.

What does a Video card have to do with capturing? Not a thing. Ever. Not related.
Now combination cards, typically AIW cards can capture. Those combo cards are usually a video card, a TV out converter and a video capture card. Those usually work(there are some know issues with certain resolutions/capture codecs). We have to examine this carefully. What do you want to capture from ?
There are some programs that will capture whatever is playing
on the screen. I tried a couple and they don't' work worth a damn.
I don't see any fundamental problem with it however ,
if you could sync to the screen refresh and go read the video memory
fast enough , it would work. Serious OS knowledge required here.
If you want external video sources ...
I'll say that if you can find the video input on the (non-capture) card you might succeed.

Actually you could get video into your computer without getting a capture card. Using a camcorder and firewire port, or get something like a Canopus converter. Of course, unless you have a camcorder already, you would probably spend less on a new AIW card than a Canopus converter.
Of course, expecting to be able to capture video with a standard video card is just plain silly.

Sorry about this, but the posting was really catchy.
On the other hand, non-linear's response is the best advice on the subject. Get a DV camera with video streaming capability (i.e. video in on the camera, the camera digitizes the video into DV and feeds it directly to the firewire port).The more I learn, the more I come to realize how little it is I know.
