I was able to stumble across a little known program called TMPGEnc that can do just such things.

Kidding aside, you need to provide some more info on your mpeg file. Resolution? audio sample rate? avicodec will tell you this information.

If you don't mind simple menus, TMPGEnc DVD Author is very easy to use and should work.

Stop pullin this poor noobs leg, guys!
DVD video is mpg, but there are certain requiremets to meet if it's to be used for DVD. Take a look under What Is, and check your mpg as fmctm1sw suggests.

    1. Learn to search.
    2. Learn to read.
    4. Read the CONVERT section over to your left to see whether you need to convert your file.
    4. Read the AUTHOR section over to your left.
    5. Convert if necessary.
    6. Author.
    7. Burn.
    8. Watch it.

as jeex pointed out, if you're lucky there will be a way to do what you want to do by the time you complete the steps above.
    If in doubt, Google it.
