i have some mpeg2 svcd files that im not sure if i should just convert the audio or would i get better results if i reencoded the mpeg2 at a lot higher bitrate look better?

Nope. You can almost never make your destination file look better than your source. The exception being if your source has a lot of noise/distortion and you manage to lessen it by applying filters.

There is a Doctor Who serial, Tomb Of The Cybermen, with a featurette that details how the restoration team made the DVD transfer look better than the original source material. Or rather, how they made the original source material look less appalling. Once you see how much work had to be done on this serial, you'll never want to ask how you can improve something again.
