I have been having problems with Sizzle 0.5b2 (it spontaneously quits as it attempts to build the TOC menus). Going back to 0.5 I was able to build .IMG my 2 movies (about 4 hours worth of SVCD) and the file was about 3.56gb but the resulting DVD has no menus, nothing. Disk just STOPS without any menus that was created showing up. I have freed disk space so it could properly build. I had good success in previous projects.
A long-standing question is: Is there a way to build SVCD on DVD without Sizzle (I have DVDSP 2.0 but that doesn't accept SVCD) using other tools? Without menus? And just "go" with the videos without menus and use Track buttons on the DVD remote control to toggle from program to program?
What happens if I were to attempt to do a straight .IMG of the 2 SVCDs and drop that into Toast by itself? I'll try that.

FFMPegX has an svcd to dvd feature. It isn't free, but it is an extremely useful app. You can find it in the Tools section of the app. You could also re-encode the audio and manually edit the mpegheaders. Follow THIS tutorial. re-image and burn the result.

Excuse me, I'm not referring to CONVERTING SVCD to DVD; I'm talking about "placing" SVCD on DVD as Sizzle does. But how can this be done without menus and burned "straight" just as VCD Builder does for S/VCDs?

Neither of these methods re-encodes the video. The only thing that might be different is that some folks like to change the sample rate of the audio. The first method using FFMPEGX will give you a VIDEO_TS you can burn in Toast. The second will give you mpegs with changed headers that you can then author as a DVD using either FFMPEGX, or MPEG2 Works or even ifogen and tocgen if you don't mind running the terminal.
