System converters are expensive, and you will not find anything for $75 that will convert the frame and line number. The cheapest is the CL-1585? which is priced at $280 or so. Next step up is a converter with S-Video in/out, and it will be around $500. Check ebay for any used units.
Any converter costing less than $150 do not convert the frame/line rate, but simply convert the color sub carrier. Without full conversion, you cannot record the video, and it will not be displayed correctly on many TV's.
