Will Capturing in DV format and then converting to vcd give me the same quality as capturing in mpeg directly

No.
capturing in mpeg directly: lower quality; fast (real time)
capturing+converting: higher quality: slow -
if u got a really fast PC like 1.8Ghz I would say capture straight to MPG1. It is less of a hassle and real time. see if your results are satisfactory.
