I have read that VCD quality can be similar to VHS. I produce 20 minute underwater videos using a DV camera and they look great. I have been trying to burn VCDs using imovie 2.1.1 and Toast 5.0.2 on my ibook CD-R/DVD drive. The quality is v.poor. Is there anyway of increasing the quality (I am using the best quality PAL option in imovie).

Thank for repying but it's not that I can't burn VCDs, it's that the quality is poor when played back on my TV or ibook. My VCDs are blocky. I need to improve the quality.

If your videos are only 20 minutes, I would recomend burning SVCD. This will give your DVD quality, but only on a standalone player and TV.
