Is there an MPEG tool that will change an artbitrary frame in an MPEG file into an I-frame, re-encode the remaining GOP but leave the rest of the file alone? Of course, this would be useful for inserting a chapter stop at a specific frame.
Also, is there a tool that will shift the audio in an mpeg file if you know that the audio is out of sync be a fixed amount?
I looked around and couldn't find anything like this.

There is a new editor out VideoReDo that can shift the audio, but it can also edit most problem files that are in sync, but have video frames drops and deal with the lost frames without losing sync.
