How do you resize video to fit safe zones in DVD-lab or TMPGEnc DVD Source Creator?
I heard that you they can do that, but I don't know how

DVD-Lab/TMPGEN DVD Author are AUTHORING tools not EDITING tools. You would need to encode the video with the proper setting before importing them as assets into one of these 2 programs.
I'd say encode the source again to the proper size/resolution. -

can TMPGEnc DVD Source Creator (an mpg encoder) do that or would I have to redo my 45 minute video in premiere?
I have already exported my project as a DV AVI and have begun to rid myself of original source files so having to go back to premiere would be catastrophic
