When I load the stream in ReStream, I can see the pattern of TFF flags...if they alternate, then one might assume that this is a telecined (soft) source, and thus there are also RFF flags present....but how can one be sure? What program out there will allow me to "see" the RFF flags?

What are the RFF flags? I understand TFF as "Top Field First" and it can be either True or False, depending on field order of an interlaced stream.
The more I learn, the more I come to realize how little it is I know. -
3:2 pulldown (i.e., soft telecine) involves adding RFF flags (repeat first field) and setting TFF flags (top field first) appropriately. To telecine 4 frames into 5, you must repeat 2 fields.
