My DVD authoring needs are not complex. I don't even need submenus. However, most authoring programs force me to use at least one submenu. TMPEG's DVD Author is especially guilty of this (unless there's a new version that I haven't tried). About the only program that lets me have a single menu is Pinnacle Studio. This works great, usually, but occasionally it doesn't play nice with some of my MPGs.
What other DVD authoring programs will let me use just a main menu?

Simple is about what I'd describe Sonic Mydvd, and Ulead 2/3.

Why not ? I didn't agree with your statement that you were forced
to use a submenu. I have not noticed that.
I always make DVDs with 1 top level menu only with
TDA , MF2 , DVDlab
and I always have lots of chapters. No problem
Seems like TDA wanted to make chapter thumbnail menus when I first
started using it , but there is a setting some where to stifle that -
If you could report the name and location of the setting to which you refer, I'd appreciate it. Also, which version of TDA are you using?

Just check "Only Main menu" under "Menu Display Settings" in TDA:
