I've got Studio 8(it's not installed anymore) but I haven't used it enought to tell you how to do that in it, but in Ulead VideoStudio it's called "Overlay" and it's a separate track on the timeline you can place either still photos or video files in.
To create a video with 2 images (1 background image or video and 1 forground image or video) and since Ulead VideoStudio doesn't support transitions or titles in the Overlay track, you would need to create this effect in 2 steps. First create a video with transitions etc that will later be used in the overlay track, then use that video in the overlay track while placing your bottom image on the main timeline. It's a little hard to explain but actually easy to do.
The overlay track has zoom, transparence, and justify settings to adjust the size, location, and transparency of the overlay video or still images. It's better to do some planning and start your project using the proper size items so they fit where you intended them to. That's a little harder to get right and might take some testing, but at least it's possible to do.
So I guess just look and see if Studio has 2 timelines for video and if so then the second one is probably the overlay track.
Good luck.
