im considering a celeron 2.8 over a Prescott 2.4 P4
Except for L2 cache and Hyperthreading these chips are essentially identical.
I fear the P4 after I got a 2.8 Northwood P4 and it would overheat when encoding , rendering it useless. now im selling for 40% of what i paid for and never used. Another funny fact is that I also have a 2.53 P4 (2nd generation, before northwood) and it runs cooler than most computers i know. a little example of my horror:
Encoding on the 2.8 w/hyperthreading got the chip up to 165 degrees and the MB at 125 after ten mins of encoding
the 2.53 P4 gets 120 degrees on the chip and the MB gets around the mid 90's

I use a AMD, and at least for them, the L2 cache size does make a difference in encoding times. I don't know why your P4 would run that hot, but I doubt it has much of anything to do with L2 cache size. Sounds like you definately need a better case/CPU cooling solution.
