What do i do wrong???

When i convert a divx movie to VCD with TMPGEnc is makes my VCD jumpy
I loaded the standart PAL VCD template and i have tried others too, but same strange thing
i think its cause the divx is running at 23.9 fps, and pal is 25 fps, but if i unlock the pal template and set it at 23.9 fps then Nero says its not a real working VCD...
i uploaded a sample so you can see what im talking about..

By the way, i have tried the NTFSFilm that is converting at 23.9 fps, and it makes the same jumpy thing, and its not because im cpu is slow
