What is the hardware necessary to do this? I have a number of NTSC VHS tapes that I want to convert to DVD.
My problem is that I have a PAL VCR and the NTSC videos end up getting captured as black and white.

You are going to need a NTSC VCR to play the video to be captured to your system. Then you have to convert the video to PAL DVD MPEG, which is no mean feat in and of itself, though it can be accomplished using using freeware (look under Convert at left). Finally, you author the video to IFOs, BUPs, etc. and then burn it to a PAL DVD.
