When my source are 23,97 fps/44.1 KHz, do I have to convert the audio to 48 KHz when I'm going to burn the movie as a NTSC DVD?
I've done this with a 29.97 fps/44.1 KHz, and I didn't get any a/v sync problems when burning it as a NTSC DVD....

The simple aswer is YES
I don't know what you use to author your DVD but TMPGenc DVD Author will do it for you automatically.
You wont get sync problem because of it . 48K is a sampling rate as is 44.1K . It has nothing to do with Bitrate or movie length.
