how to open these folders

I'm using TMPGE 5.21 and in the settings some
are not opening, i read a guide and it says.............

If some settings in TMPGEnc appear to be locked, this may be due to the fact that you loaded one of the original templates. To unlock all settings, load a file called unlock.mcf that you will find inside the template\extra sub-folder. Newer versions of TMPGEnc also let you unlock the settings by clicking on the text on the left side

How do i load the file to get the settings open, i've located the file
but i'm not sure what to do now.

Start TMPGEnc, close the wizard, click on the "load" button, browse to the unlock.mcf file, click "open".

LOL.... tried that, it says open with???i never know what to use here
