i have ati wonder pci ve card and capture from vhs to create dvd and vcds. the quality is super good when i have tmpgenc noise filter turned on to max, picture is super doober. i cant believe it takes 8x longer to encode but the quality is worth it.
vhs capture - iuvcr 4.8 - picvideo mjpeg - tmpgenc - noise filter on max - best quality you can archieve and it way better than a hardware encoder like the pinnacle dv.

I suggust you consider getting Cinema Craft Encoder (aka CCE BASIC) because you will have many benefits for that $58.00 USD it costs.
1.) PICVideo MJPEG is YUV/YUY2 and this is the colorspace that CCE BASIC uses. TMPGEnc must convert to RGB. This conversion is a BAD thing for the most part plus it is the reason why TMPGEnc is so slow. CCE BASIC is MUCH faster.
2.) There are many filters you can use with AviSynth that work more-or-less the same as that filter built-in to TMPGEnc but they are much faster. My favorite is the Convolution3D filter. It works wonders
So armed with CCE BASIC ($58.00 which is darn cheap) and AviSynth (freeware) you have a perfect match of harmony and beauty.
Plus you will end up with something that looks EVEN BETTER than what you think is now perfect ... and in less time!
