Ok first off how does this constitute being NEWS?
secondly, as of right now you cant buy dvd-rs that r bigger than 4.7g. the reason commercial dvds hold more is that they are pressed and not burned.

The long answer: There are several new formats on the horizon which will do to DVD what CDs did to the 3.5" floppy. You can find posts about them here in the "Latest News" forum. The one closest to becoming reality is the dual-layer DVD and burners which will offer 9GB, similar to the dual-layer commercial movies you rent now. They probably won't be called "DVD-R" because of confusion, but will probably be called "DVD-R9" or something like that, referring to the 9.4GB DVD-9 specification. -

Are you going to regret this one.First, this is not news but a newbie media question. Second, essentially every DVD thread here is about this fact. All you needed to do was read a couple of the basic guides and you would have your answers.
Before the flaming starts, the simple answer to your question is that R and RW DVDs are 4.7 Gig right now and most commercial products are as you noted 9 Gig. There are essentially no 9 Gig disks or burners available right now. They are coming, probably soon, but for now everything is 4.7.
How do they make 9 Gig. I'm only going to answer this to clarify the nomenclature. They essentially glue a semi-trasparent 4.7 gig disk on top of another 4.7 Gig disk creating two layers. Therefore the soon to be comming 9 Gig burners and disks are called dual layer.
To answer what I hope is your next question. What this site is largely about when it comes to DVDs is either eliminating the extraneous materials from DVDs or re-encoding them at a lower bitrate, both with the goal of making a good quality movie that will fit on a single 4.7 Gig disk. -
Maybe you should ask for +R then you can just keep adding them together to acheive the desired size.

Buy the double-sided one. They are about $2.5 - $3.00. Each side holds 4.7GB.

1 dvdram double sided ($6-$9)
2 dvd-r 8.5gb (quantities of 10,000+)*
3 dvd+r 8.5gb (quanitities of 16,300+)*

These are DVDs with 4.7GB recordable surfaces on both sides of the disc.
Dual-layer recordable DVDs are on the way. If you believe the news reports we'll have the recorders and the media available in the next couple of months...
For now, you must rip and/or shrink.
