there's a Philips SVCD verifier, (available i think for free on their website). i've never used it though. but since they wrote the standard, i'm sure it's pretty strict, a la their VCDToolkit 2.0.

also, you tried both the MPEG2 and MPEGAV directories in nero? (under layout properties where 'standard compliant' is) MPEG2 is 'correct', but some players look under MPEGAV.
and you also tried the sample SVCD demo disc on this site with no luck?
yes, i'm sure both apex and nero do abuse the SVCD standard, since it doesn't seem to be that common it's not really 'enforced' on players in a strict sense.
