oh my...ulead dvd wrokshop does have a lot of problems.
the thing is, i can't make any chapters. because everytime
if i make chapters, they always have error code: 800413a3
its been said in this forum that its because of the wrong fps
but my video source is pulldown 23.976 fps source. It should have no
problems. Oh, by the way, other authoring programs are fine with the
source. Only ulead. This happened last time with the same pulldowned
source.

The Ulead DVD authoring applications have not been designed to handle the 23.976 frame rate.
You can bring this issue to the attention of Ulead's technical support team.
You can log-in on the Web page at the following link:

This will give you access to the e-mail technical support request form.
When I have completed/sent the form, I have received a response - on average - in less than one week.

I just had a look at the FULL FEATURES PDF document for Ulead DVD Workshop 2.0 located at the following link:

I then ran a search for the term "film" and Adobe Acrobat advised me that there were "no occurrences" of the word "film" in the FULL FEATURES PDF document.
Where did you read this claim?

Ulead does list "Import and Retain 24fps Film Mode" as one of the features in the product comparison on their website but if you check in the manual it only applies to PAL for some reason.
Retain Film mode is only enabled when the active title is in a PAL-compliant
format. Selecting this option indicates that the video is in 24 fps progressive scan
and will be flagged to 25 fps to comply with PAL specifications. Note that the
video's frame rate is not accelerated to 25 fps but only "flagged" as 25 fps.
