what will tell you whether an mpeg is already fully encoded?

hi, i've downloaded some videos and i was just wondering whether there was an application out there that tells you whether the files is already fully encoded to a compliant VCD format and also whether it is in PAL or NTSC format.

it'll save me a lot of time encoding.

I have used AVICodec to determine format/encoding information. Unfortunately, it sometimes stumbles and is unable to give any information on the file. Good thing it's free.

Try Video Toolbox. Works well with MPG files.
