Hi,
Does anyone know of any good and inexpensive multisystem video capture card? ... or a multisystem VCR that is capable of outputing NTSC signal while playing PAL tapes....?

There is what they call "World Wide VCR" from samsung that we use at the church. It can playback from any system and output to any system.
For capture device you can try Plextor Convert X USB 2.0. It can capture from NTSC/PAL/SECAM and encode to the same system.
