Is there a capture card (preferebly with S-Video in) that supports data capture at arbitrary resolutions like 730x500, 400x300, and so on?

I don't think so. They have to be a standard format when you capture. I'm not sure if you can even do that post-capture. Why would you want to do that? Making it arbitrary will cause video apps to reject it as being non-compliant.

When capturing from VHS, the "video noise" is visible on all sides, but especially at the bottom. Capturing at a higher resolution would allow me to crop the frames without the need for interpolation and resampling. (or at least I would think so
)
