is it possible to burn a movie from your PC and then watch it on ur laptop then get a tv-output wire thinggy and view it on your TV as well? while connected to laptop?...

Possibly.
It could depend on if the 'thingy' is an S-Video or composite (RCA) video cable coming out of the laptop or a VGA converter box.

Yes you can do it. We have done it before with our laptop hooked up to a projector - we just used a data to data cable from the monitor port. For a TV you might need a data to RCA cable or if you have a separate video out, a S-Video to RCA or RCA to RCA plug.

Check out ebay theres a guy on there selling pc cards for laptops that has video out to hook to your tv with a multicable that has rca outs and s video they usually go for around 14.99 the cards he sells though only work on win 98/2000 not xp I was going to buy one till I realized
my Ibm thinkpad w/ a pentium 166 82megs of ram doesn't handle divx well and I would end up having to convert my movies anyway which was the reason I wanted to use the laptop was to cut out the conversion process

Buying a standalone player is probably better and cheaper than buying the 'Thinggys' you may need for connecting a laptop to your TV.
Q. With TV out on any computer , don't you just get Video to your TV ?
You've then got to do something about audio. You wouldn't really want to watch the picture on a tv and get possibly poor sound from your computer.
It's just a thought. -
If you've got a sound card all you would have to is either cut/splice a male headphone or pc/speaker connector w/ a rca cable or buy what I believe is called a mini connector/rca cable adapter to run it from your line out of the lap top to your audio in either on the tv or dvd/vcr I think the whole point of him wanting to play the movies from his laptop is to save the time of having to convert his movies to something a stand alone dvd player can handle which I don't blame him I'd check around with office max and other places and see if they carry a vga to tv card for your laptop I wish I could do this but like I said divx plays jerky on my laptop. Ne-ways good luck wit ya. P.S. if your laptop doesn't have a line out chances are it has a head phone jack which would prob. work just as well.
