Morning all.
First, my appolise if this has ben asked before, but I've ben so busy w/ far too
many things that I lost track. Anyways..
Is there a command-line version (or CLI) version of the ifoEDIT (or does it
accept cmd-line params w/ the same features as the gui has ??
I'd just like to create a tiny front-end to do my many repetitive tasks of creating
.VOB files from ifoEDIT.

No. The only possibility is using a script which sends keys to the ifoedit window. I have used auto it for that purpose. It runs quite ok. You may find it here: http://www.hiddensoft.com/autoit3/downloads.php
