    Use just about any dvd ripping software. Most have an option for stream processing which lets you choose the individual streams you want and whether you want to export as a program stream (vob) or as elementary streams (AC3 by itself for example.)

    I use DVD Decryptor for all of my ripping.

    If you do this to get the ac3 file from a dvd using decriptor or virtualdub-mpg and you want to play this clip with the corresponding video do you need to worry about the ac3 delay?

    Demux using DVDdecrypter. Part of the naming convention of the output AC3 is the lag/lend time in ms. Let the tool complete the demuxing and it will rename the file with the delay.
