So i went through the whole process, capping, encoding, and burning, and I watched my viedo (it is Star Wars OT), and I saw that the Lucasfilm LTD is VERY minutely bouncing from left to right (barely, about 2 mm). The Star Wars patented scroll down story did it also. So I get pissed off, since it bugs me now that I see it. So I jump back on the comp and just viewed it without recording from my VCR hooked up to my cap card. Its doing the same thing from the source. So i hook the VCR up to my TV next to my comp, and sure enough it does it. I played with the tracking but it did not help. I even tried a different VCR. No luck. I haven't watched any VHS's for years... but is this normal? Otherwise my burn is freaking beautiful, so I think I might need to live with it.

What you describe sounds like telecine wobble. It's very common, it's just the film print moving around slightly during the film to tape transfer.
