I need a video I have made from (screen cap below) made into a file less than 130 mbs. Its about 3 minutes. I know its not a hard demand on an encoder, but I am having quality issues with MPG because it is a highly active video from a night club.
What would you recommend?[/url]

The main quality problem in that image is the interlacing. If you're going to be viewing it on a computer try running it through a good deinterlacing filter with the same codec and see if it looks better.

I'm not worried about that at the moment...just the quality. BTW, the quality in the picture is pretty good compared to hwo it really is...

There's always Divx or Xvid. You could make a damn nice looking clip and still use PCM audio with your desired file size. Are you sure you're not able to work out the quality issue with mpeg-2? That would be my first choice.
